how they created programing languages

using what programing language programing languages are made up of ...this might be silly but this question is knocking me every time I code...lol

Newer ones using existing ones, older ones using assembly, and assembly by hard-wiring logic circuits or programming control memory for the required set of operations.

its called bootstrapping ,the method user for created assembly level language programs by operations carried on the logical circuits
