This one is nicely put together with plenty of tasks, frequent challenges and several levels :
www.codeforces.com
And this one is for competition preparation as well:
www.spoj.com
EDIT: Codeacademy is really sweet, but it's for total beginners and there's no c++ (unfortunately). However, there are plenty of web oriented courses you can take and there are also very nice challenges in the forum!
I just recalled that I have seen two excellent courses on C++ (introductory and intermediate) organised by Microsoft on www.edx.com
Hope this helps! :)

thanks for the codecademy @James ! it looks interesting.
Is hackerrank purely competitive? Or are there recreational aspects to it too? I can't tell from my phone.

right now c++. I'm really just brushing up on my programming basics because I'm entering a cse program and it's been two years since I've programmed really. so prolly look at java, js and python next.
