As long as you have the basic understanding of HTML, CSS and PHP syntax and how to do a CRUD (Create, Read, Update, Delete) then doing advanced web development websites will be easier with frameworks.

complete web development involves many languages.
basically these are divided as:
1.front end development languages
(a) html and css
(b) scripting languages like javascript , jquery etc
2.back end development languages
a) php
b) sql
c) Java
d).NET (C#, VB)
e)Python.

so to become web developer you have to learn both types of languages.you can choose front end or back end development as your carrier explicitly.
