Depend what is your goal. Usually, when you go to "production", you better off with web hosting.

Amir Galanty Smoliar is right. You can test your websites or web applications on a developing machine, you called home server and when you want to publish it for production you put it on a web hosting service. In addition you should know that a shared web hosting plan is the simplest and basic approach for basic websites so when your website grows and its visitors reach thousands of concurrent users you should use one or multiple VPSs or even physical dedicated servers. And just for info if your application is as big as some tech giants apps you may need to build a data center ☺
