Can we make apps using HTML, CSS, JS and upload it on play store?

Is it possible? If so kindly spare a bit of time to explain it.

Generally those android apps created from a webpage (turning web to apk) use android webview to display that webpage inside apk. Another way to create an app from web is to use react js. Try to open these websites like( Facebook, Twitter , Pinterest or flipkart and many more) from your android chrome/firefox browser. Then you'll see a pop-up something like "add to homescreen", tap that. And now you'll see those apps on your android apps list.

Ranjan, thanks for the clarification bro. My friend told me that apps developed through HTML, CSS, js... Cannot be deployed on play store. You cleared my doubt. 😊😊😁❤
