Can you translate one programming language to other??

indeed, it's possible with some languages

Most of the time it's either not a good idea to "translate" a programming language or simply not possible

there are multiple reasons for that, in short, not every language can do everything

for example, in c++ you have pointers and references, java however does not support either one
