Visual C++ may be what you're looking for. It's basically an IDE for C++ that allows you to create stuff in a window, similar to languages like processing. I would recommend checking it out (If that was what you were looking for).

It doesn't matter what IDE you use. I'm writing a game without an IDE at the moment. You need libraries, eg SDL.
