Embedded ads design tool on a website

I would like to allow my users to design their own ads on my website using some template I will provide and also have a possibility to add text, upload own picture as background and something like that. please how can I go about it. what code do I need to write, html, CSS, python, JavaScript or even an API. please I will be glad for you help. thanks.
