The answer is yes you can.
But it's deprecated way of doing it.

@martin his question clearly states that can I just use HTML CSS and Java. It is no where mentioned as front end.
FYI - JavaScript is both client side and server side language.
I would humbly request you to state your opinion and facts and let the person who has the question decide.
Rather than pointing fingers and spamming the forum.
