What program code language should I need to learn for build blockchain protocols and smart contracts?

I'm tempted to say 'any turing complete language' but I don't know enough about blockchain to know if some languages are better than others. it could be the case that C++ is needed for performance, however JavaScript miners do exist, though that may be seperate in concept.
