Form action: DataList element and Select Element are the same?

Can I use then with the same purpose?

They are similar but they are not the same :)

The DataList element [[suggests]] the user to select an option you've given. It shows an autocomplete drop-down option as the user writes the input, but the user can enter something else.

The Select element [[requires]] the user to select an option given in the drop-down list.
