When Writing out HTML and CSS, Especially On Two Different Tabs or Notepads... When Should You and When Should You Not Use Div.?

My question is simply this...
When do you and when do you not use the Div. element? But, I suppose the better question is when Should you and when should you not use the Div. element?

div means division bro assume you have section and you two part or portion in a section tag then you could use div
