Anyways, even if you did so your site would still not be public on the web, only you could access it. For that you need a server...
find a web hosting service like 000webhost or infinityfree (which have limits) or get an http server app from playstore...

oh... on android you must use your builtin browser or another browser that supports local paths, otherwise get a website creation tool to run...
