Is there anyone who knows web developing and can mentor me?

I am just starting out with web developing and I learn everything I can from sololearn because I do not have a stable source of Internet. That makes it difficult for me to do like codeacademy or look up tutorials without using my phones data. Or is there a website I could go on that has beginner web developers who need partners?
