This can never ever be determined because our world had generated a lot of person with a great knowledge of programming and still people are becoming interactive in programming.. every language is unique in its own terms.. each language has its own use according to the purpose .
For beginners HTML,CSS is important whereas programmers use Java and C#..
PHP has its own status for servering and related to it..
