I would personally recommend C++ as it is used in Windows to create important operating systems, meaning that is can be used to create good operating systems. While C# can be used to create services/tools like mircosoft applications.

Perl is also a good choice if you want to create administrative systems.

You may want to learn Java too in order to create operating systems for phones.
Other languages may include F# or Haskell.
