Yes one day we will. Arguably we already have; many high-end languages generate low-end language code based on our code. Before it was written by hand.

Despite that arguably being generated by artificial intelligence, most may not see it that way. However even if that was not true, nueral networks with machine learning can generate/write it's own code. The code may not be all that useful, but perhaps that's just a matter of giving the network the right goal. If a nueral network can already write code, it's only a matter of time before it can start writing with purpose.
