They are complementary. If your page is well structured it is correct to say that it has a good design.

If with 'good design' you mean that the page looks good, that is important, but it is not more important than knowing how to structure all the content and make it accessible. Even so, keep in mind that a page with the following characteristics can worsen the experience of your users:

- Bad color combination
- Unreadable typography
- Inadequate space between the elements

There are many other things, but those are examples of how some details can negatively affect your work.
