Image Clearness Validation

Question

Please any body who know how to validate image clearness in any of the programming languages? I want to stop users from uploading passports that are not clear, because some times users upload pictures that are not identifiable, and at the end of the day you will not explicitly say that this passport belongs to so so person. Please help!
