You can launch QBASIC inside MSDOS 6.22, inside a javascript x86 virtual machine here:

Wait for the emulator to load, type QBASIC, press enter, wait for the IDE to load, then press Alt-H (help).
QBASIC has extensive help on the entire language there.

If you are using a mobile browser, you may wish to install Hacker's Keyboard. This gives you Esc and function keys; QBASIC has context-sensitive help if you press F1 on a keyword.
