machine learning vs static programming

what is difference between static programming and machine learning programming? give me any real life example.

Between them there is not much difference, and that there is basically a cultural one. The learning machines came from the roots of computer science, while statistics were more mathematical. As for non-statistical approaches to computer training, there are several approaches based on rules (decision trees, rule induction, ILP)

basically I want to know why we are using dynamic (python,r, ruby) instead of static language like c c++ etc for ML. what is main reason using dynamic language for ML. and what is role of static language in ML
