How can I make a blog with a free domain...the one am having it has a bogspot...

Your blogspot domain is a domain, just "second level" (george.blogspot.com).
First level domains (george.com) cost some dollars per month, because running a top level domain (.com) is expensive.

You have to talk to the people who run .com (the company Verisign) and buy it off of them, and they don't give domains away for free.
Blogspot of course can't afford to give 30 dollars a year for a domain to every user for free, but they can give you a subdomain of the one they own (X.blogspot.com) because it costs them nothing.

Luckily some domains are really cheap (~1$ a month), so you can always buy those.
