What is the best programming language for ppl who do not have an IT background. *this ppl want a job after learn this language

Personally, I'd look for entry level jobs in your area to see what languages they are looking for. There really isn't that huge of a difference between learning them so pick the one that has the most available jobs.

If you go frontend, learn in this order: HTML, CSS, JavaScript, and possibly jQuery. If you discover backend is available, you should learn HTML and CSS to go with your PHP as it generates the frontend code.

It really depends on your area. The nearest JavaScript job might be futher away than you wish to travel or move. PHP is backend web development. HTML, CSS, JavaScript is frontend web development. There tend to be more jobs in frontend, but only your research of local jobs can tell you. In my area, web coding jobs don't exist only C++ and Java.

John Wells So, is it true if I can learn javascript without knowing php and html first? I am confused, I'm a bit confused. I like php, but many people say by mastering javascript, we will more easily get a job.
