Depending on your background, actually. But you will need a good understanding of mathematics and statistics, calculus and linear algebra as well as probabilistics and set theory. Of programming skills you only need a skill decent enough to produce a working code, as most languages do have libraries and modules allowing to build machine learning algorithms and models with ease. A whole another story is to build *good* algorithms and models :)
