Why new learners on sololearn starts with HTML & css? (Almost most of them according to survey)
student starts their career with front-end and then they fail to build the logic in hard programming concepts...At the end they fail to build career in development(back-end)...UI/UX design restrict minds of the student within certain area...

This post seems oddly preachy/judgmental...
Though a common sentiment in the world of development, I'm sorry to see that the prejudice against front-enders continues. It's much nicer to work with back-end developers who appreciate what front-end developers bring to the table. UI/UX bridges the gap between command-line oriented developers and marketable (to the average non-programmer consumer) products. It requires an eye for aesthetics, intuition, patience, and thoroughness.
My (also preachy) opinion.

HTML/CSS being markup/style languages, in their most basic form are like a type of configuration/parameterization of a system or web page. For the most part, they are static. It is easier for a beginner to learn them than to deal with programming languages which deal with dynamic state and control flow. Of course, HTML/CSS today add a dynamic element via SVG animations etc. but a beginner need not immediately learn these.
Secondly, due to HTML/CSS being used for the visual look and feel of web pages their product is easier for people to imagine/visualise than concepts in programming languages.
Having said this, front-end developers/designers probably add more value to the marketing of a business than back-end developers.

As people have said here, html/css are easier to learn than many other programming languages. One has to start somewhere and html/css is a good starting point. With the emergence of the internet-of-things (IOT) virtually all devices on earth may be connected to the internet. If even only a small fraction of these have front-end interfaces, that's still going to be billions of devices needing front-end development. Of course anything simple always has the risk of being automated and not requiring human coders. However, due to the sheer number of devices, html/css skills will be necessary in the near to medium future. Therefore it's great that many newcomers to coding are joining the html bandwagon. I say learn it well and if your thirst for knowledge continues, move onto javascript and other languages like Java, python etc. Sololearn has provided a great platform for us. It is up to us how we want to use it. It doesn't matter what you start with as long as you enjoy the journey and find your purpose.

HTML and CSS are comparatively easier than most programming languages.they can be useful too.
But programming languages like python,c++,ruby etc. are more useful for the future.so it is necessary that after learning html and CSS other languages should also be given importance

Because programming for the web is where its at. The web interface is pretty common. More common than QT or other options. Even IOT devices have web interfaces.

i know it is easy and doesn't take too much time to grasp, and coming to popularity it is popular but day by day market is sifting but then also HTML is still there...

Because HTML is the most simple in appearance and almost anyone can start with it. To anyone who starts from scratch, terms like "functions" "classes" "object orientation" ....and almost everything sounds "heavy" whereas in HTML the terms are really simple to understand.

I think it depends on what their goal is...for me its web development and from learning HTML so far it pretty safe to say its the base to build apon in web development & a much easier base at that because I chose to learn about javascript firsy until I did some research and I'm glad i switch my focus to HTML because learning CSS next and how its like bread and butter with HTML I see why many choose to start there.

Sure. I'm not attempting to censor you in any way. I'm just highlighting for general awareness that your words "they fail" (twice), and "restrict minds" hold pretty strong connotations against students who start with UI/UX/front-end. I prefer for learners to not be discouraged by this, so I'm trying to add balance to the conversation.
