Well, I'd argue the only languages you could use are HTML, CSS, JavaScript, PHP, and/or SQL.

Edit: Theoretically, any language can be used to make a search engine, but for a web-based search engine, those are your main contenders.

Generally, people follow a path of HTML>CSS>JS. I recommend you follow as well, but technically CSS isn't "terribly required" (but you'll probably like using it more than not).
