Why tech programs are gaining less "upvote". But for example, codes with "animations" in css are gaining more "upvote"? Perhaps this is the law of meanness ???

Beautiful animations are impressive and they attract people at the first look, so they upvote them.

Kunal Mahus, I was not specifically talking about myself, since I am myself solely doing console-stuff here.
I also like it and I think that especially the 'boring' technical stuff might be most important for long-term progress.
That doesn't change the fact that people like to enjoy themselves and maybe upvote more readily if they see something pretty.
Myself included, by the way! Not because I don't like the technical kind, but because to HONESTLY upvote one of these, very often you need to invest quite a bit of work!
Mathematical problem XY... first I have to grasp what it's even about; then understand why it's a coding problem; then why the solution is a good one; I also have to test the program with all I've got to make sure it even does what it's supposed to do, finding all the pitfalls (I saw technical codes getting a lot of likes that didn't really do the job).
When I see something pretty, I only have to ask myself quite subjectively: Do I enjoy this?
Of course they get more upvotes!

Daniele Bonomi Cant you import modules that have UI?

And why are you less impressed by technological scripts, perhaps because of less impressive "pretty stuff"?
After all, most of the things you have are mostly technological, but with less “pretty stuff” ones. Personally, my opinion.

HonFu Thank you for your personal opinion!

I don't know exactly but I think thefe are much more html codes than other languages. Also because you can do no grafic interface in java or python, but I personally prefer tech codes. (I mainly make program in java and python)

I'd rather call it the law of people loving pretty stuff. ;-)
