There are different kinds of application development:
z.B. Desktop application development (Java, C++. C#,...)
z.B. Mobile application development (Java, HTML5/CSS/JS)
z.B. Web application development (HTML5/CSS/JS/PHP, JavaSE)

That depends on the purpose of the application and the target audience. If you're making a Windows only desktop app then C# is the answer. If you're doing a web app then Python or Ruby. Assess your needs and audience.

yes as james just said, it depends. for windows use c# for android use java and i heard python is good for linux too, though you can create multi platform apps with one programming language, but its always better to use platform specific language to avoid problems.
