Prefer what you do better, and what's easier for you. If it's easier to make a good banner in photoshop, then use photoshop, if html fits you more than use html.

hmm.thanks bro i think html is better option bcz we can design website as well as much more on ot..but still its a little bit hard for me as a beginner
