Nearby < | != Country learners number

So it says on my profile that I'm top 4.09% in Iran with rank 451 in the month, which we could multiply rank in 25 to get whole 100% population, equals something around 11000; whereas at the other hand, nearby learners number displayed is less than 3000! Where am I wrong?

I'm bad at maths, but I don't think that's how the "top x % of yz" works. Maybe they use other factors than your rank in the leaderboard as well. I'm in the top 0.11% in Germany, being #27 which means there would be ~ 245,000 (active) learners from Germany? That seems a lot. Btw, it tells me there are ~ 340 nearby learners. I live in one of the most densely populated areas of Germany/Europe.

"Nearby" here doesn't mean from the same country, though I don't exactly know the definition. Could be defined by physical distance, how close the ip addresses are, etc. I'm from India. My profile shows about 3000 nearby learners (it varies). I'm pretty sure there are WAY more Indians on Sololearn.
