To make a self-learning system, the best one will be the fast one, because machine learning needs so much operation. But the problem is that, machine learning implementations could be easily done with Python. That is why people choose Python. I think Python will be well for starters.

Start with python and when going further you need basics of mathematics and statistics. Try to read ISLR book (pdf available), and then try to learn R along with the book. This is damn interesting.
