Is Javascript usable in machine learning?

This might be a misguided question but is it at all possible to code a pattern detection with Javascript? If not, what is the best language to code machine learning with?

Surely! You have plenty of available libraries, like TensorFlow.js,ml5.js . I would recommend 100% to watch The Coding Train on Youtube, he has dozens of videos for everything you need to know about Machine Learning(check playlist). I am usually skeptical of tutorials, because of the lack of quality, but Daniel does an amazing job.
