Web development career

Question

I have a dream and that dream is to become a web developer.
I have a slight worry that I might not be going to collage and I presume that this will make it harder for me to get a job at a company...
So if I don't get a spot somewhere there, my backup idea is to start my own tiny business in web development, but I have so many questions like:
How much do I charge?
How much should I be able to do in a short amount of time?
Where do I go to advertise myself?

Some people has already asked me to build them webpages, but most people doesn't co-operate very well and doesn't give me a lot of info on what they want, so how much should I be able to do with how little information?
