How do i make this work?

Question

I found this code on the internet and its fairly functional on sololearn playground but once i paste it on notepad as it is it doesnt run on the browser even after i construct a functional image uploader linked to it.What im i missing?

Have you installed a server in your PC
If you don't have a server running on your pc you can't run the php code

Downlaod a server
A good server is XAMPP server
