I think both are same

But there is a very slight difference between them

Angular.js is the SDK file you can include in your html page using "script" tag. And it is the first version of angular or 1.x version

While angular is an entire framework to develop web application

You have to type certain commands in command prompt to generate components and services and it is object oriented

So i recommend you to learn angular as it is in high demand in the market

The latest version of angular is 7
