Which is best os for learning hacking and why?

1.) Kali Linux
(most recommended)
2.) Backtrack
(Older version of kali)
3.) Parrot OS

I think so Kali linux.It is fully open source.You can do much more on it than on others (As far as I know) in terms of hacking,tweaking,etc.

As suggested by others Kali Linux is good for beginners for hacking and penetrating , but kali when compared with *Parrot OS*, Parrot is clear winner for following reasons:
1. Appearance: Parrot is better customized and neat than Kali.
2. UI and Basic usage: Parrot-sec is more userfriendly as compared to Kali because of it user Interface, any one with a basic knowledge of ubuntu can use it very easily.
3.Programming Environment : Lot of text editors and IDEs involved in Parrot as compared with Kali!
4. Final point : Kali comes with lot of customizable and powerful low level and high level penetrating tools, like armitage etc. , But it's solely your decision to use one from available distros!
