How to fix error 1603 Java install did not complete???

Question

JDK installs normally. JRE throws fatal error.
Win7 x64
Already tried:
updates 111, 112, 121
rebooting and reinstalling
removing the traces of any possible previous jre with Java uninstall tool and JavaRA
second option from help center - don't have any jre insralled so i dont have java control panel
pls somebody help me

cleaning registry with Ccleaner didn't help

Problem solved.
In my case the trouble was caused by Cyrillic symbols in a path to Users' folder.
