Html is only provides the structure for storing data you have to learn database with MySQL for making query to database and any server side language which is used to connect html and database generally php is used so
Html, MySQL, php will enough to store the data in database for any user you can add authentication and styling by javascript and css

HTML is a markup (layout) notation (no formal language as the name suggests). You can query HTML but HTML can not query anything.
