Well there are many good choices for you. One of them is RJ TextEd... It support many web languages and it comes with a bunch of tools...You can find it here : https://www.rj-texted.se/download.html For more information I found a good article about it. You can choose one from there : https://tms-outsource.com/blog/posts/web-development-ide/ --edit-- Note that RJ TextEd has distribution for windows XP/Vista/Windows 7/8/10 (32 and 64 bit) and will also work on Linux if Wine is installed. Also be careful! it might have malicious files!! I haven't checked it myself

I found a secure and really good one : Netbeans ... It is a huge IDE environment label! It has HTML5, JS, C, C++ and PHP! You should probably try it!
