Java Array. Help me

I am learning java. a conpany'staff.
inYearArr[16,18,23,33] (inYear 2016 is 16 in Array)
outYearArr[66,28,23,66] (out year 2066 is 66 in array)
how to find the years that the staff is most?
output is Arr[3,23] with 3 is the most staff in 23 year (2023).

inYear [16,18,23,33]
The numbers inside represents the year? 2016, 2018, 2023, 2033?
And same for outYear?

From where do you get the information about the staff?
