Can we create a new os that can open all type of files like it ran run mac os executable and it can also run exe. and also apk.

sure it can be done. but who needs a completely new os when there are emulators now? just install windows with a bunch of emulators for running .apk and mac os files.

You could also use virtual machines to run other OSes on top of your current OS if you want to run those files.

But running an emulator makes the computer lagging( in my intel i3)
If The new os can provide a smooth experience in opening all types of files it would be very helpful. Creating a new os whicch could run smoothly in all type of devices and could open all type of extensions could be a revolution in computer because it will be platform independent and highly consistent. This is my opinion. What do you think about this?

An OS like you mentioned will be a security nightmare and very hard to maintain. No software (even hardware) is perfect and some of them may contain bugs that can be exploited. Introducing the ability to open any file type will pose a security risk to the user and/or organization who uses such an OS.
