In what situation would you prefer ANSI SQL over TSQL?

ANSI SQL means the official description of the sql standard.
The implementations of this standard are the specific 'flavors' or 'dialects' used by database engines, such as MySQL, PostgreSQL or MSSQL.
TSQL is a procedural scripting language that can extend the capabilities of the query language, and it is used exclusively in Microsoft' database products (MSSQL). Other databases have different scripting capabilities, e.g. Oracle db has PL/SQL.
