Should every programmer knows HTML, CSS and JS?

Like in question. Should a programmer (C# one in my situation) have SOME knowledge in webmastering. Will it be helpful for him in the future work?

If you're going to be building things like web APIs its useful to at least understand the syntax/logic of HTML/CSS/JS, you will end up needing to use them.
