If I don't have a computer, can I program a game

I am only 13 years old and my dad said I'm too young to use computers

even if you had access to a computer you would not be able to develop a game until you acquire some basic skills, and fortunately some of those you can learn just using your phone: Start with completing some courses with sololearn and practice coding in the playground... this should keep you busy for a while ... and don't forget to have good sleep and to spend time playing outside too!!!

If you are using a smartphone or tablet you are using a computer. Some kids of my neighborhood started with smartphones before 2 years old. The only problem in use a computer so early is the injury caused by the LED screen lights for your eyes. So dont use it to much hours per day, and try to dont use it after 20h. Teens need sleep more than adults and the LED lights will prejudice your sleeping.

You can develop web games using a smartphone though it would be slower to code.

Try using a raspberry pi, basically a computer in chip form, costs around 50$ you can connect it to stuff like a phone and then attach a keyboard and bam you have a mini linux computer. Hope this helped ☺
