Is it better to edit and put filters via photo editors or just use the filter feature of CSS?

I am just confused about the performance or will one of them consumes more time or data? Etc. Thanks in advance! Newbie here!

It is better with CSS, if you can do something with CSS (crush the image, draw arrows, etc.), do it without fail, the html code should not be overloaded, the less details there are, the better.

Adding filters to images via image editing programs, end up increasing the size of the original image, which will lead to slow loading time. If the filter you plan to apply is available in css, use css, else just do it with an image editing software like GIMP or PS
