there are many methods. no you don't need to be certified. (at least to my knowledge, in the usa. be sure to look up your local laws) asking how to get clients is like asking how to be a successful business. you'll need to find your own ways to make it work. there are sites like upwork that connect you to clients but earn a lot less than you normally would usually. you can have clients come to you by having a good social media presence and website. or simply have the social connections to find someone who wants a freelancer.

when you get clients make sure they know what responsibilities you are and are not going to take on - I've done some freelance web design and my first client had some expectations and assumptions that I didn't think would be possible for them to have, and it caused awkwardness and a grumpy customer down the line. (I agreed to build them a website for a one off charge and included setting them up a domain for them and setting up email for them, somehow they expected that I would reguraly check their email for them for free and when one of their customers complained to them that their emails where never responded; to I had an angry customer on the phone! They also expected that I would be interested in doing print designs for them, and that they could hire me to do updates with big design changes on the day they want the update to go live without any prior warning or indication!)
