Website development is not work of single language it's actually the work group of many languages such as HTML ,HTML5, java , jQuery , CSS which is commonly known to most of people and in this modern time more things like angular , cryptography , bootstrap are found , also you need some practice and skills to create and operate it , in moral making a website or developing or designing website is not so easy now as previous . If you don't want to program a lot, try Adobe Dreamweaver.

Scratch is for animations, games etc. not for making websites. Use Adobe Dreamweaver for making web pages
