SQL is not a 'programing language' neither 'database languaje'. SQL is a standard, and languages as T-SQL or PL/SQL, that improves SQL standard capacities, follows SQL rules.

The first language based on SQL I knew, was dBASE-III. And the first programing-language that I used in a proyect, was CA Clipper that was based in SQL sintaxis. But that was a lot of time ago... Nowadays, Oracle, Microsfot SQL Server and MS Access, SQLite, MySQL, PostgreSQL, etc. implements SQL rulers for their own languages... but either one has its language (PL-SQL, Transact-SQL, etc)
