If it is a choice of those languages, I would pick C.
If those are just ideas, I would pick Python as it is not heavily reliant on syntax and the methods and concepts are easy to understand.

If you want to learn html, so, you need to learn php, JS, python, css and html as well. Or choose family of C (C, C++, C#).
