You can also build mobile and desktop apps (with frameworks/libraries).
Cordova, Ionic, etc. are used to building mobile/desktop apps with HTML, CSS, Javascript.

Hassan You're right, but technically, that remain kind of web design, as what do those kind of software us roughly to embed a web app in a mobile web view, and additionally is not at all a really efficient way ti do mobile app, even if could do some jobs ;)

You can use frameworks like Hassan said but not a good idea if you want to create softwares for mobile and pc.
